My view: Since Hakone not so far from Tokyo can go by buy/train or drive if you visit Tokyo by tourism I'm kinda sure they'll put Hakone in the list,one of top 5 vote from tourism places must visit in Japan along with Tokyo-Osaka-Kyoto-Hakone-Yokohama.
Hakone is so beautiful with several natural places to visit ,most of all it's so near Mount Fuji and best view to see Fuji-san,enjoy hot the spring,special food and railway along the city.
